I have seen mentioned several times in the alliance channel about people breaking the IRC rules. I have looked around and have found no posted rules about IRC only the forums. Can someone please point me to these rules that are being spoken of?

I think it is safe to say that the same rules apply to the forums as IRC.

Basically be respectful. Especially to a mod and admin, unless they start it :P. Never be respectful to Mr. Ford. I guess put it this way: treat others as you would like to be treated, and if you owned the irc room....act like it is yours. Try to act somewhat like an adult.

If you have to question if something is okay or not, it's probably the wrong thing to do.

And, generally speaking, the tl;dr version of all rules threads are simple- Don't be a douche.
