I still strongly think there should be a bypass for them with penalty.

eg.

if you are 12-13x their size you lose .5% population/resource/buildings per hit due to civilians leaving out of disgust and resources and buildings to riots

13-14x you lose 1%
14-15x you lose 2%
15-16x you lose 4%
16-17x you lose 8%
17-18x you lose 12%
18-19x you lose 16%
19x + you lose 20%

You´d have to get a warning though.

when you need to hit someone outside your nw range and don't care about your country no more.

not that needed except on some unsual circumstances.

If you don't care, why don´t you just sell military on private to get in range?

I see no problem with not being able to hit up if you are so bad you can't get into range from below. :)

This would be helpful.

That said, it makes no intuitive sense for a humanitarian to block you from doing anything in say... a communist country. Those damned humanitarians should be lined up against a wall and shot, right comrade?
