He was apparently trying to delete his Alliance country.. guess they kicked him out of Neofed. But it must have driven him to drink, and he deleted his Express country. Of course, he may have lost his last 6 citizens because of the plague, or maybe they drank too much Tequila :D

Waldo is #74 IMHO. Bad Ass Jack is some poor guy who got booted form alliance clan and accidentally got drunk and self deleted here in express after publicly stating a harsh retal plan.

NO, Waldo is probably JJ (I cannot confirm or deny). Some how Bad Ass Jack just got brought into the conversation. They are for sure 2 different people. Jack is not Waldo. He is more like the little Irish guy who drinks too much and likes to fight, although almost anyone can kick his but. Ya got to love a guy like that.
