So with 30 minutes to go I am hit by I wILL SPy On U BEE POO (#5) who is $9mill NW and I am $23mill NW. I go to retal 10 minutes later and I can't due to humanitarians.

Why is the game screwing me out of owning that jackass and how did he hit me this late?

we had no interactions during the set. He just spied on me and hit me with 30 minutes to end of set and that's why it blows my mind.

If I would have spied on him or done any harmful ops I wouldn't ask WTF, but in this case my country did not interact with his at all and the GDI rules should have never allowed this to happen.

I'm not sure what the specific issue was with GDI (if there even was/is one) but humanitarians would have been the ones stopping you from retalling. The humanitarian range shrinks as we near the end of the round. With 30 minutes left, you would need to basically be the same size to retal. My guess is the player that hit you knew this.
