IMP ran out in front when they warred us in PANLV, too.

I'd say it's a good indication that the war clans are doing some early war-prepping when they're strong in ANW early on, whereas the netting clans are much lighter on military to avoid the expenses, and of course LaE is low on ANW because they're already warring, and well, if they get too big, they won't be able to attack anymore, heh.

I hadn't even noticed IMP was number 1. With those stats above they are likely going to fluctuate as each clan plays their turns. Those numbers are all close.

it is like this every set really. commy/indy = NW first 1-2 weeks. real netting strats = win rest of set :P
