may i ask.. how their credit is so bad, that they can not get a credit card? do they not issue credit cards to people on welfare?

That is pretty impressive. I thought the only way to make it impossible to get a credit card is to have no credit history. Almost anyone can get SOME credit nowadays, even if it's a really fluffty interest rate and a really low credit limit.
