The ammount of tech you recieve from your allies is already based on the ammount of tech you have.
If you have 0 points of agri and your ally teched agri, you recieve none
it's a curve based upon your level of tech. Socorro you to recieve any of our allies teh you have to either tech yorself or buy tech
I think that is a great system and see no reason to change it.
