Very smart, Andrew. Not to mention, oil already is sparse in Primary. If they're trying to make "oiler" a strategy this isn't the way to go.

But I don't think oiler should be a full strategy in normal circumstances - if you increase demand that helps explorers so much that you have other things to balance.
