1) Choose country you wish to frame.
2) Pick a harmful spy op.

If op is successful, your opponent sees that the framed country attempted to perform the harmful spy ops (an appropriate number of spies are reported as killed but no spies are actually harmed).

If the op fails, your opponent is informed what country number you tried to frame and you lose spies.
