you are going to get what you pay for with an AK. you can spend 1000-2000 and get a nice ass pre-ban, but that seems to be out of your price range.
in 1989 a ban on 40+ imported semiautomatic rifles was put into place, making it hard to find real AKs. Most of the foreign jobs were demilled, imported, then reassembled. Finding a pre-ban AK for a good price is hard.
there is nothing wrong with moth romanian AKs. sure their build quality isnt that great, and a lot of them have mag wobble, but it is an AK, not a beauty contestant. my buddy has a Romanian and it shoots just fine. I have personally put a couple hundred rounds through it and the gun is fine, i just dont like the 7.62x39. I will also say that the AK he had was extremely nose heavy. Helped with recoil, but grew tiresome on the range trying to hold on target. I would recommend a Romanian WSAR
if fit and finish is what you are looking for, then yeah, Saiga makes good AK platforms. Arsenal as well. I would go for a fixed stock, stamped receiver (it is clearly cheaper than a milled one) and look for one without a barrel nut welded on to cover the threads. changing your muzzle piece is a nice option to have.
disclaimer: my knowledge on AKs is really limited. I am not a fan of the AK in general because commies, but it is a good cheap gun. for all my 7.52 needs i use my SOCOM. 7.62x51 > 7.62x39!
