Well since there is rounding involved it might be that your NW is $8,050,664.4 and his NW is $8,050,663.6 and that is what decides the rank.
This theory of mine would be easy to test if you want to either in 1a right now by selling/buying jets/troops on private market while keeping your rounded NW same and seeing if it affects rank. Just keep in mind that you have to wait til the scores page updates every test.
