Track it? Kinda. It would require automation which is what many bots do which is technically against rules. The other option is to monitor eestats which is every 5 mins. (Which would be too slow of a notification)

Other tricks are to monitor jet/oil purchases on public market on irc. If purchases is made then peak at network increases of suspect country. Just depends on your attackers attention to detail.

At the end of the day if someone wants to suicide your country it’s near impossible to prevent. That’s why it’s best to use diplomacy. Reach out to your attacker and look for common ground.
