Speaking of permanent changes, I assume that they are just for that country for the set?

permanent (only for current set) and usually it's building costs or resource decay, booms are used late set after stopped grabbing. if ijoins on gdi then free gdi ofc is must.

Well with an economy like this, I am investing mostly......things that will matter in the apocalypse. That's a lie. I spent it all on Vaseline and sandpaper. If you can figure out what the Vaseline is for, then you will obviously know what the sandpaper is for.
