(i think this has been suggested before, but ...)
make a selectable list for cruise missile targeting so that you can target specific enemy assets, including all military unit types and building types, that is, you could go after tanks, or spies, or labs or military bases ... perhaps include all assets in the target list such as cash, food, oil and so forth ( mimicing the "surgical strike" space of the real item) ... the precise chance to cause damage and how much damage a cruise missile causes to a given asset class will have to be worked out to preserve game balance, but i think it would be fun ... it would make the cruise missle much more interesting to play and might open a few new tactical wrinkles ...
