For consideration by the admins and the community:
The suggestion below is for 2 separate servers.
a Netting Server, and a War Server
The alliance server can stay the same and be an all around server.
this would be to mainly to separate the playing styles.
A beginner may be directed to the netting server where they can learn the game and possibly join a clan. Unless they are highly aggressive and want to go to war immediately then the war server may be a better choice.

The netting server would have to have built in limits on land grabbing or destructive attacks.
Make it so a country cannot attack another country more then twice
Make it so a country cannot be attacked more then 5 times in a 24 hour period.
-- Use DR's and set it so it adds 20% less per hit or 5 hits = 100% and each hit expires separately returning the 205 after 24 hours.
Likewise make it so a country cannot attack more then 5 time in a 24 hour period.
(the above should include destructive spyops as part of the overall count)
This alone will make it so countries have to be selective of who they attack and why.
This should allow untags to play alongside clans giving them an even chance
The size of an alliance won't matter here so small alliances would have a chance to grow.
It completely levels out the playing field and the game will go down to who land grabs the best targets who does their homework for DRs, potential retals, and ultimately defends their land the best.
No chance of someone suiciding on you or killing your country.. bottom feeding is just as dangerous as top-feeding or mid-feeding... because if your opponent uses nukes it's gonna really hurt, and the kill-run option isn't available.
Although a big clan may be able to hit every country in a smaller alliance 5 times the smaller alliance can maximize their turns to hit for more land on countries with lower DRs.
The actual goal here is to restore some the original spirit of the game where a player had to select their targets for the most possible gain.
--- it breaks a lot of the current stagnation in how pacts are built between clans 1:1 / L:L retals would be useless in such an environment, mostly because better land elsewhere can be gotten, or at least wasting attack turns on retals may seriously hamper a players or even a clan's final Avg. networth.
I believe there are quite a few players in netting alliance today that would really enjoy this environment:

The war server can be where alliance meet up to go to war. if two alliance really cannot get along this may be a good place to hash it out.
The server could have separate stats like hits per kill / hits per minute / # of countries killed / total civies killed / or buildings razed to the ground. The server would have nothing to do with networth it will be all about who can kill the best.
It can be used by clans or players who want to train or hone their war skills, or clans can just send teams to train. Ultimately for those who love the war aspect of the game and want to be able to attack countries at will this would be their server. An untagged country could technically play but at least they know they won't be alone when the life expectancy of any country on this server is under 1000 turns anyway ;)
As for how it should ultimately be setup that will be left to those who love to war... i.e more turns, more ops, maybe rebalance some of the gov types. But that should be left to someone who know what they are talking about when it comes to war, which is definitely not me.
