It doesn't allow me to dump ALL of my tech on the market at once but only allows me sell a set number at a time. This is MOSTLY the same for the goods market, the exception being food and oil. Can the game be changed to allow a person to sell everything on the public market e.g. ALL of my tanks at once or ALL of my spy tech at once?

yes but very unlikely that it happens.

yes it would and would make techer near unplayable when bots start selling big amounts.

So just place the restriction on the bots.
