Is it possible to ensure that bonuses carry over to restarts?

Would make them even more relevant. As it is, the bonus system does not give any major benefits to war countries compared to netgaining countries - it would make it better if you can keep your defensive or luck bonus all reset and give your restart a little boost.

I think whole set is better.

i agree with dagga, that way restart can spend bonuses on more important.
