1st time I tried to dec peace to country I had been with war past couple days I got thrown back to portal and no peace dec, 2nd time it worked.

last country I had decced I was able to dec peace w/o portal jump.

only difference between those (besides attack types) is that 2nd was inside same month while 1st was decced war in may and decced peace in june.

I actually had this happen to me yesterday.
