Occasionally if you gain/lower the necessary networth to get into range of a GDI or humanitarians target you will still be prevented from attacking by receiving the same message. Waiting enough time causes this to go away leading me to believe the test for those conditions is based on a cached networth.

It's not a huge issue, but is annoying at times and will confuse people.
