Cannot declare war on a country in clan gdi that is running ops.
Is this as intended or is it a bug?
Seems like I could just return that favor and run ops on other players in clan gdi in response to this player and suffer no consequences.

seems like obvious bug:

"- b) Cannot attack countries in Clans in Clan GDI without declaring war on that country"

so should be able to declare war and hit

Last time I tried I couldn't declare war on any country in clanGDI as they hadn't hit me first.
