I just created my last startup in FFA. All my countries are at 48 turns now, but in my last country I only have 3 turns.

it wasn't a restart I presume, given it was the beginning of the set; ie you didn't drop land or some such?

I fixed how restarts got turns, i don't *think* i've broken first starts

just made 16 countries in FFA, 2 individually and 14 in a lump, all got proper turns
