If I can't hit a country because of NW restrictions, why can I declare war on it? Sorry if this is a known 'thing', new to me.

You might plan on moving into range in the next 48 hours?

i could understand if i was in attack range and then subsequently move out of it, the "war dec" would keep, but if you can't attack a country at your current NW, it shouldn't let you declare war on it imo.

Its not a new thing, but it is stupid that you can declare war on a country you can not hit yet even if you "might plan on moving into range in the next 48 hours" =P

If you did plan that... then why not move into range and then declare without giving yourself away to the other country first =P

eh i guess we could have declare war restrictions that match attack restrictions... i think we just assumed you'd check...
