Clan B would be able to make faster kills, since the +20% gains affects civilians killed by special attacks. +20% gains means you have to do fewer attacks to get a kill. If you're a smart tyranny, you have also have a page open for exploring/building/teching and you simply refresh that page after each attack to keep your readiness up. Or you're a finisher and you can let your readiness go down to 40% without any problem.
Assuming the players are intelligent (which in many cases is a faulty assumption), tyrannies will kill faster. Then again if players are not intelligent, then their degree of understanding of Earth Empires will matter a lot more than their government type.

The tyranny 1 turn attack bonus only allows them to do more attacks when they use their missile stockpile up in the first day. After that, readiness losses make sure that countries can do an equal number of attacks, assuming they are using a small enough portion of their army to get minimal readiness loss on each attack.
For breaking, when readiness loss is higher than the minimum, the dictator military strength bonus will allow them to lose less readiness by using a smaller portion of their army to break. Thus, if anything, Dictators can attack more than Tyrannies, not the other way around.
