that is too low a result
i suggest morphing this spy op into "HACK INTO BANK"
the spy country gets to keep some of the cash
it does not disappear from the game
just as the no drop land rule prevents land from disappearing from the game, this rule will make sure that money does not disappear
in keeping with the concept that the spy country must possess items similar to those being attacked, a spy country must have some cash on hand in order to keep much of the booty (see the tips for causing dissension)
so my exact proposal is this
under the new hack into banks spy op
spying country captures or destroys .5% of the target country's cash on hand
spying country retains the value of 10% of its own cash on hand while the rest is destroyed
