Okay tell me that I am missing something on the GDI rules in express.

Bingo was my nameo (#184) & Last Exit (#171)

Check these guys out because as much as I can see #171 just did one hit on #184 and then #184 went all out on him. HOW?

They are both GDI.

Could have been spy ops that opened up GDI.
