I would like to hear other players thoughts on this. But I personally am tired of being bullied into a war or forced to eat multiple hits unless I want to war. I propose the following change:
A second hit with a land grab will break gdi as usual but the country retalling will not break gdi unless they hit back more times than they have been hit by that country.
Example:
Country A PS/SS's country B 4 times.
Country B may now Retal. Country A with PS/SS's up to 4 times without gdi being broken.

How about country B can retal equal amount of attacks or until equal acreage is gained back (including ghost) that was lost in the attacks from country A.

Kingme: losing 2500 acres or something and then getting "equal acres back" sucks hardcore. I don't have any opinion on the overall suggestion but i don't think you should make it equal "including ghost" because the person hitting back needs to get an acre profit in order to not be totally screwed

I would agree it sucks, but there was one thing that concerned me.

You don't want to completely empower the "victim". Let's say some Dict goes and topfeeds a whole bunch of countries with triple taps.

The first guy to retal would have a field day and score a huge amount of land at the expense of all the others, all while not breaking GDI.

I also worded my initial proposal poorly. I meant to say you could go over but once you reach that point you couldn't hit again.
For Example: let's say you lost 1500 acres in two attacks. You take the first retal and get 1499 after ghost, you'd still be entitled to another hit.

This way if played properly, you could get your land back and more. It might encourage more SS on the server so people could use the gains to their advantage.

This change would help protect against special attacks, but it doesn't avoid the cost of war.

Country A - Bottom-Feeder
Country B - Top-Feeder (Dictator) (mainly jetter)

This situation resulted from Country B top feeding off of Country A multiple times.
Country A could only retal Country B once.
If Country A attacked Country B more than once, then Country B could then use special attacks on Country A.

The proposal above suggests to allow Country A to retal each attack by Country B without becoming vulnerable to special attacks to Country B.
The proposal above suggests to have limitations on the retals by limiting the number of retals to the number attacks made on Country A.

Country A believes he will avoid the costliness of war by implementing this new rule.

Problems:
Country B can continue to top-feed which will exceed Country A's bottom feeding gains; thus, instead of warring with special attacks, the war will be limited to SS/PS. On the EXPRESS server, it is nearly impossible to avoid top-feeding from a dictator.

In summary:
This new rule will not avoid the problem in which Country A is attempting to avoid.
Resistance is futile. You will be assimilated.
