Take away express name changes, for one month intervals, make people more accountable for there actions, then at that point maybe the poplulation will grow rather than dwindle like it is

That appears to be his idea, yes.

If you don't want a server full of insane anarchistic behavior you'll have to play on server with alliances. People don't take express play seriously so they just screw around. That's just how she goes.
