that page doesnt show dictatorship bonus for explore. It is a mismatch from this wiki page:

dict doesnt have an explore bonus, it has a building grab bonus when doing ss/ps.

It was never added tot he government bonus page. With all the admins are doing, I am sure they just forgot. This thread will be helpful if pang, qz, or slag have some time
