Government switching and missiles?

Did we always lose missiles on changing governments in E2025?

If not, dont you think this kinda hurts to include missiles in the 14% loss since missiles are hard to come by?

i think missiles were excluuded at mehul's game.

Rounding missiles up is painfull though.

We had a few members have 1 1 1 then convert. They lost all 3 :-P
