+1 to this idea.
I really have not done much with medical tech so I don't have much personal experience with it. It always seemed to be a wasted endeavor from my plays. If someone wants you dead, it does not matter how many more units are lost between the conflicting countries.
Having the gain in population recovery would be more useful to me during war times for sure, help bounce back with the new population/production effect.
