Rockman has a valid point. You suffer fewer military losses for defends, but shouldn't you suffer fewer casualties as well? I mean if you're losing less military that means more people are surviving. It also means that attacks that are not 100% fatal are going to result in more survivors than those without the Medical technology (good doctors, whatever you want to spice it up to).
You can also make a case for Medical playing a role with offensive attacks as well. Attacks or defends, there isn't much of a difference (at least there shouldn't be) when it comes to medical tech as you even see in real life war they have medical staff available 24/7 whether they're overseas or not.
Military Strategy could strengthen SDI as well as missile effectiveness. It could also play a role in military loss as they would strategically place their people and military in the best vantage points, rather than leaving them wide open to be harmed. Perhaps give Medical Tech 1/2 of the military loss for offense that the defense gets i.e. Defense Loss = Same, Offense Loss = 1/2 bonus of Defense Loss.
You could allow countries to get the full offense military loss through military strategy. So having BOTH techs would allow your offensive units to sustain less military loss, rather than just giving the full bonus to Med Tech. This would increase the value of both Med and Mil Tech. For example: Having Med Tech = Less Military lost when defending. Having Med Tech & Mil Tech = Same military loss bonus that defense gets, only it would be offensively.
