What is a government revision number? What is a major change set number?

Primary and tourney:
Government Revision
The Government Revision number of this server is 2.
Major Change Set
The Major Change Set number of this server is 8.

Express:
Government Revision
The Government Revision number of this server is 3.
Major Change Set
The Major Change Set number of this server is 9.

Think of it like the version of a product you would see on the 'About' page of a program.

Governments are on version 3, the rest of the game mechanics are on version 9.

So Primary and Tourney have not had resets since the recent mechanics changes, whereas Alliance and Express have incorporated the new rules in their reset.
