Yes, it takes 4 to 6 hours for goods to reach the market on most servers, and 4 to 5 hours on some other servers.

If you ever play Express, you'll see it in action. Put multiple types of goods for sale and you'll see their time to market printed on the market page, and they'll all be different

I'm not Xin wannabe (nor want to be) and I know goods can take 6 hrs to get on market but in that country most techs had already arrived to market and all/partially sold except 2 techs.

But how is this a market oddity? If you price your goods cheap enough, they might even get sold to standing orders, while other goods haven't arrived yet.

I'd say working as intended and as explained by the in game description.

The market time is random. Therefore goods from different sales/types of goods are all going to have different time to market. I should add it is "possible" that they hit at the same time although that chance is probably low to none given the time span in which the random time is selected.
