There's no option. Consequence of the permanent GDI? It says you cannot leave GDI, it doesn't say you cannot declare war.

There's nothing suggesting this is the case anywhere.

Well there was no mention of it, so I joined under the assumption I cannot leave GDI but I can declare war if necessary. If someone farms me then buys up outside of my NW range, I can't retal?

if they're out of your nw range, you can't retal them regardless. it's not like the old gdi, where you need to declare war to hit someone more than twice or less than half your nw.

Yeah, I was planning to go tank nuts on "Gimme Land" after three visits from him in 2 days, but I have to stock for 5 days and then blow it on the land I have now. By the time I did that, he wouldn't remember hitting me lol

4 times bigger or smaller than you Thomas. GDI in Primary is "GDIv2" so you cant suicide (missile/ab/...) ppl for no reason.

GDI in primary does not add any NW based attack restrictions. You can hit people who are 3X your size as the humanitarians range is 25% - 400%. You can't declare war in primary because we view declaring war primarily as a way of bypassing GDI, but as spawn said primary operates with "GDIv2".
