If you're talking about primary I believe FA is disabled. There should be a link next to GDI for it.

So if its disabled why have a spot for trade allies
Why have,a new filter for it.

Either make it or get rid of the bits you might use if u had it. Trade pacts r totally worthless in a server with no fa.
