I'm proposing the following idea:
Create a "Resources Tech".
It's value would affect the chances of "an oil boom occurred" or the food thingie happening. It also could reduce the amount of food droughts or fires in the oilfield.
In order to stabilise things for other strats other then farmer/oiler, you could introduce stuff like:
- The IC's met more then their quotas and produced more units!
- Your people donated to help the war effort.
Above modification would als mean there would be something like:
- The IC's produced less units due to a lack of metal
- Your people couldn't pay all of their taxes
