The ingame message should be more informative though. Something like "As the set ends, our generals are less ambitious to attack as it will provide us little benefit in this short amount of time! They refuse your orders, and demand you attack a country sized x amount of NW!"

what is bad is when they hit you and they it give you that message

The reason that it's on the same message is because it impacts the range and really narrows it down. It's not a complete "no attacks" thing, but I forked the message and added a new message for this.
