Are allies calculated on harmful spy ops?
I'm hitting a guy who has less than 50% of my SPAL ( and 1/7 of my total raw spy count) and it didn't seem like my harmful ops are breaking nearly as much as they should be.

Are allies calculated on either side for harmful ops. He has no allies and I have two, so the numbers are even more lopsided in my favor if allies are calculated

do you know if anyone else was trying harmful ops? if they were it could have been getting close to the 30 op mark which more or less makes their spy count infinite
