My thoughts/theory would be that you only get, lets say five of these in a set. Its a special spy op. With its own little section in the spy op page. It should be very difficult to execute and carry out. Obviously dicts with a buffed spy tech should have the best luck with this.
An opthat keeps a spy in an enemy country. After so many turns l, they are either caught or return home. But while in country it gives updates to the home spy country.
Example: tag A isset to KR a known waller. They place there spy/spies in country. The spier would obviously have to refresh his page to see if nw,/turn changes have incurred and what not. Its a rough idea. Probably not feasible but it would help people who dont have scripts to run updates on nw changes in IRC or whatever they may use.
Or it could be used to see play times for a hard to.kill country.
It doesnt have to be turn based, could be time based. For KR's or for like 12hrs or so
