is there a time when the spyops quit working? it said i was causing 8 pop to leave but when i looked the pop was the same on this guy?

cause dissension makes troops desert; it doesn't affect population - stir rebellions does that

and yes there is point (before death) when stir stops working giving 0 pop stirred.

I use to run an exclusive spy country and could tear people up with low to 0 spal, but now and for a while now actually even a country with 0 spies will start making you fail ops way before it should :(

Yep, back in the e2025 days it was called a spy kill. spy a country down for only 5-10 BR/GS hits to kill it

It was awesome, but EE is for netters, and thats just 1 feature that was taken away.
