I've posted this on TEAM. Perhaps it can address some of the issues on multiple servers.
Recommendation: GDI change on TEAM & ALLIANCE.
Current rules on:
EXPRESS (individual server)
SS & PS are allowed, but special attacks are not unless the defender is attacked 2x.
Informational spy ops are allowed, but detrimental spy ops are not unless the defender is attacked 2x.
Suggested changes to GDI:
Why not extend these rules to ALLIANCE & TEAM, but with a slight change:
TEAM (team server) - whenever an attacker attacks a player 2x, then the defending team members are enabled to attack the attacker's team with special attacks.
ALLIANCE (alliance server) - whenever an attacker attacks a player 2x, then the defending alliance members are enabled to attack the attacker's alliance with special attacks.
This causes leaders to be more thorough of whom they recruit.
Diplomacy can still exist in situations where rogue players attack without authorization.
Allows a clan/team to net without worrying of special attacks.

Resistance is futile. You will be assimilated.
