Early ABs in sets are only done by suiciders, not as a part of bona fide war effort. So I propose a modfication to the current formula for CS losses to ABs the first 1000 turns of a reset. At 1000 turns, the forumla would be as is, at 900 turns, there would 90% CSs loss of normal; 800 turns, 80%; and so on down the line. This is very similar to the min GS/BR returns for the first 1000 turns.
