Can you make it so you can't declare on countries in vacation..? Rather annoying.. Declare so that I can spy on him cause he's in GDI, spy on him then find out he's on vacation and my declare war is wasted for 72 hours :(

if status=vacation then declare war=impossible

Though i do realize it was largely my fault for not ingame searching first.. wish boxcar would show vacation status as well!
