unfortunately that would simply encourage people to make different accounts in an effort to bypass things. And while we can (and do) catch people doing that it makes life harder on the game mods. In certain cases deletions come about due to ignorance of the rules rather than deliberate/malicious attempts to cheat. In those cases we generally don't feel that banning the individual(s) for the rest of the set is appropriate although we won't restore their countries in those cases.

Note that we reserve the right to ban people from the game for any duration of time that is deemed appropriate and this has happened before.
