Well I don't agree that it adds extra dynamic to the bonus points system. Imagine this.
1. I log on in the morning, before I spend a single turn, I move all my points into -Expenses (or -Decay).
2. I spend a few turns, made a grab, now I move all my points into -construction costs. Build a few turns
3. After building new acres, I move all my points back into -Expenses (or -Decay).
4. Repeat step 2 and 3 for a while.
5. I'm about to log off, now I move all my points into +Defenses.
6. Now I finally log off
So over 70 turns, I might have reshuffled my bonus points about 15 times. It would not only be annoying, but it would also be uninteresting to have every bonus active at the right time every turn. A decision must be meaningful.
Now obviously, this is pretty extreme, and you would probably just suggest something extra such as "Allow reshuffling the points only once per 5 days, or perhaps only twice per reset, or some permanent cost", etc.
But the point is still similar, it makes the bonus points system a bit less meaningful if you could switch it at will at no cost like skills in Diablo 3 (other than losing any NV stacks).
