Unlike military, spies don't have a readiness, but there is a DR factor to the target country based on spy atks. Why not add in spy readiness (to include a spy vs spy assassination which could lower a target countries spy readiness)

because you lose a good chunk of spies when you fail and spies cannot be bought back they must be produced that is good enough spy readiness factor.
