It's way too easy to succeed harmful spy ops against people with better spy defense than you if you're willing to give it a few tries. I can see the reason for the very wide gaussian curve for intel ops. But this curve needs to be tightened up considerably for harmful spy ops.

There should be a different gaussian curve for intel ops than there is for damaging ops.

I think this suggestion might be on to something.
