Getting the bugs to the administration's attention is not really the issue. Unless this tracker magically gives more manpower to correct them, I don't see it helping much in my opinion.

IMO its mentally less daunting to take on bugs / remember what you should have been doing / remember the progress that was done to correct it

sometimes it feels that he relies on his memory and in that case bugzilla etc would help bit but he needs time or cloning machine to make copies of himself.

I use Github at work for bugs/issues/feature requests, etc. I could set up a public repo I guess!
