I am "warring" with another country in Primary. But after I attack him a couple of times his NW drops below and I get 'Humanitarians will not allow you to attack such a small opponent!' Then after I sell my military on the market, I drop in NW low enough for him to attack me with all his turns. But the next day I can only attack him a couple of times......

Use spy ops on him to reduce his ability to counterstrike. 3 bioterrism will possibly make it more difficult - for a few turns - for him to recover quickly to attack you. Some stir rebellions may help. It depends what strat he is running and how much he depends on his revenue/turn


If he's If he'a sending missiles, increase your sdi.

land grab him multiple times. The less land he has the less likely he'll be able to produce enough to get back in your range and the better your productio will be so you get further out of his range. Just treat him as your personal land farm
