Market goods are on the market, and protected by such, you shouldn't be able to mess with those, however sabotage In Route goods should be possible and add a whole new dimension to the game, like forcing the price of the goods to be lower, this would force techers to get a somewhat decent spal, however this kind of spy op should have a low rate of success and should be hard to apply on anything with more than 25 SPAL.
2. Opium wars?
This could this cause lower PCI and Industrial/Farm Production.
And make it work with a with pop %, IE
You introduced 200 tons of "Opium" on EUA #52 this cost 10 turns
and gradually with each turn a % of the pop become addicts and based in this same % production and PCI start to drop, all until the drugs run out.
Med tech could make the process faster (IE taking the drugs out of the streets), but I dunno :)
3. No, Corruption in itself has a set rule of only working past 2B, that would need to be changed first before any kind of op involving corruption.
